We have experience implementing gang intelligence systems that are compliant with CFR 28 Part 23 which deliver specific functionality requested by the participating agency (“participating agency” as defined by the CFR). The requirements of 28 CFR Part 23 are augmented by the state rules for entry, review, validation, and deletion of gang members.
Intelligence features of the current gang product include:
- Ability to support deconfliction through a feature that allows views of members entered by other agencies.
- Ability to query state CCH (if allowed by the state) to validate demographic and biometric (photo) information based on SID.
- Subscriptions to notifications for various events include but are not limited to:
- An arrest warrant has been issued for a member.
- A member has been arrested.
- The same person was added in another agency
- A member was added in the user’s city
- An agency’s gang members were viewed
- A gang or member was updated, deleted, or expired
- A user subscribed to notifications for another agency’s gangs or members
- Where allowed by law, the ability to view CCH Rapsheets as well as Driver License information associated with gang members
- A means for administrators to keep track of any required agency/city compliance based on population and usage.
- Reports to display NCIC transactions.
- Mapping capabilities to show member locations. The Pinnacle Group (via DPG) has maintained a gang tracking system in the State of Texas for almost 15 years. The system provides authorized Texas users with vital gang information. Additionally, the system provides nationwide situational awareness for law enforcement interactions with documented gang members via NCIC.
