Computerized Criminal History

Timeliness, Accuracy, and Completeness have long been the hallmarks of Computerized Criminal History systems.  Pinnacle understands this and has incorporated these goals into developing our CCH product. Timeliness is addressed through the support of electronic reporting so that the record can be updated in near real-time from when the criminal justice event was recorded locally.  Additionally, we have embraced national standards, including NIEM and the JTF rap sheet standard so that the data maintained in our CCH product can be shared with authorized users in a timely manner.  Accuracy concerns are mitigated by field level as well as referential edits to ensure that mistaken entries do not get added to the CCH record. Furthermore, records eligible for sealing, expunctions, or subject to special dissemination are handled expeditiously to make certain that the authorized recipient of the record has the most accurate view of the data.  Finally, completeness is addressed through the tracking of criminal history charges from arrest through prosecution, court adjudication, and corrections. On top of that, the system is configured to record disposition events that do not have a corresponding arrest event – these dispositions are continuously compared to new incoming arrests to match the unsupported disposition to the newly reported arrests, further enhancing the completeness of the record.     

Over the years, the need to deliver Timely, Accurate and Complete CCH data to the right people at the right time has been augmented by the need to do it securely.  Pinnacle is aware of this concern and follows the data security guidance provided by the FBI’s CJIS Security Policy (CJISSECPOL).  This includes the proper vetting of personnel that have access to the data as well as keeping the data encrypted at rest and in transit.

CCHRMS starts with a centralized Computerized Criminal History repository created specifically for a state-run computerized criminal history (CCH) system. As a full-feature records management system, CCHRMS includes:

  1. Data Collection and Entry – Collection and input of criminal history data from various sources such as law enforcement agencies, courts, and correctional institutions.
  2. Database Management – CCHRMS core stores all collected criminal history information, can handle large volumes of data, and ensures its accuracy and integrity.
  3. Access Control and Security – Implementing CJIS compliant controls and security measures is essential to ensure only authorized personnel can access authorized levels of information and track access. 
  4. Search and Retrieval Capabilities – The customizable inquiry services offer efficient search and retrieval functionalities, allowing for quick and accurate access to specific criminal records based on configurable permission levels. 
  5. Reporting and Analytics – The CCHRMS system has many customizable options for generating reports and facilitating analytics.
